Today, media is the inseparable part of our life and play a fundamental role in convincing the audience in political decisions. BBC Persian is a part of complicated international media’s organization that guide public tastes. It is the oldest medium in the world and at the same time uses the results of media-related sciences to persuade the audience. Communication policy is a Collection of principles and norms for the strategic behavior of communication systems. This survey is based on qualitative and Critical Discourse Analysis and the text is as an analysis unit; and the collected data is described, interpreted, and explained through Fairclough method. Based on the findings of research, the communication policies are divided into three categories: Massive communication policies (the whole BBC complex), such as transparency, Impartiality and on time correct announcement. Media’ communication policy such as BBC's Persian strategies to build the program, In Iran, during the election. Editorial communication policies, such as various media-making techniques.

Iran is a country that is constantly threatened by natural disasters. The clear of main policy of media activities in these situations can lead to better control and management of the crisis. Because, Lack of media policies, The crisis will lead to more costs and delay in management. The Flood Experience of Nowruz 98 made it even more necessary to define these policies. In addition to providing many of the cultural and social needs of its members, new libraries provide a platform for users to take advantage of computer facilities and quick access to cyberspace. Recently, the library seems to be a kind of media and communication space in which some communication theories can be considered current and current. This article's goal is analysis of government's cultural policies and actions in area of cinema economics after the Islamic revolution. The used method is applied (goal), qualitative and quantitative (data) and causal mechanism. Data are consisted of governmental documents and interview of the experts. Second data and statistics are also used for study of the governments operations. The processes are shown by causal mechanism diagrams. The results show that: policies in all periods and states are on the basis of the states ideology and thinking and also are dependent to who are responsible of cinema affairs. Decrease of foreign film exhibition and internal film festivals are the continuous policies of all periods. So there is a failure in cinema economics policy making in order to achieving goals that is lack of a long term comprehensive policy and vision. In all periods infrastructures cinema economics were ignored.

According to available statistics, the digital divide or information gap is clearly evident across countries, especially in urban and rural areas. In recent years, efforts have been made to develop information and communication technology in Iranian villages to reduce the digital divide. This study aimed to identify scientific and practical strategies for identifying the effective factors of digital divide in Qom province villages with Delphi and Fuzzy Hierarchy approach. This research is a descriptive-survey research in terms of purpose and in terms of data collection. The population of the study consisted of experts and senior managers of ICT area of Qom province. Judicial sampling and sample size were limited due to the statistical population. Delphi and hierarchical fuzzy questionnaires were used for the measurement. The results of the Delphi two-step computational approach to achieving the conceptual model of research consisted of 9 criteria and 42 sub-criteria.

Given the importance of media literacy, which has been considered in the field of policy-making in recent years, and given the multiplicity of decision-making institutions and policy-makers in this field in Iran, this is facing various challenges. The present study was conducted with the aim of analyzing the challenges and capacities of media literacy policy in Iran. While interviewing officials and experts in four effective institutions in this field (Supreme Council of Cyberspace, Ministry of Education, Ministry of Culture and Islamic Guidance and the Radio and Television Organization) through snowball interviews, seeks to answer the question that What policies have the media literacy institutions in Iran developed and implemented to promote media literacy in Iran?Findings show that due to the multiplicity of decision-making institutions in this field, there is no clear distinction between media literacy education and culture in this field and imbalances in planning lead to unsuccessful policies. Accordingly, it is necessary to designate a supra-institutional body (such as the Supreme Council of the Cultural Revolution) as a policy reference in this field and to make policy in all areas (including education and culture, etc.).

The purpose of this paper is to determine the factors affecting the implementation of knowledge management in the Institute for Humanities and Cultural Studies (IHCS) with the focus on information and communication technologies in order to identify its strengths and weaknesses and to provide solutions to improve the organization's performance in this field. This paper is an applied research that carried on descriptive survey methodology, researcher-made questionnaire of knowledge management was used to collect data. The study population consisted of 219 staff of Institute for Humanities and Cultural Studies who were selected by stratified random sampling and 135 people were selected through Morgan table. To answer the research questions one-sample t-test in SPSS was used. The findings shows that from the perspective of the IHCS members, most of the components of the knowledge management technology infrastructure are inferior to the knowledge management system in the research institute and in the creation, storage, sharing and use of knowledge, knowledge management software and idea system have the strongest relationship with the knowledge management process and there is a significant relationship between modern information technology and knowledge management components. The results showed that in applying knowledge management in the Institute for Humanities and Cultural Studies and also turning it into a knowledge-based organization, special attention should be paid to new information and communication technologies. At the end of the study, we have some suggestions and strategies for improving its weaknesses and promoting strengths in knowledge management technologies and have had a great positive impact on the future of the organization and its goals.

This research sheds light on networked publics’ activism on Persian Twitter. Networked publics is a phenomena to understand dynamics and practices of social media users. Based on this concept and networked framing theory, we investigated tweet types, tweet tones and the ways of framing characters (and tweet orientation toward them) by networked publics on Persian Twitter during Iran 2017 presidential election. We combined social network analysis, ethnographic content analysis and social media critical discourse study approach. First, we collected 2596284 tweets during the election period. Then, we focused on retweet (RT) network as the information diffusion network, and discovered networked publics by applying cluster analysis on this corpus. Afterwards, we identified 50 top influential users in each cluster based on their PageRanks. Finally, we collected all tweets of these users in the whole network and analyzed them. We used 3 coders to code the selected sample of 10416 tweets in 3 rounds. Results showed that commentary, quotation and news are the most frequent tweet types. Furthermore, Iranian users mostly tweeted using serious and sarcastic tones. Finally, our finding showed that Rouhani was the first name in framed characters.

Animation is nowadays known as a powerful medium and a very profitable source in every big country, and has been able to evolve through this past decade. In Iran the production of TV animation hasn’t been able to establish itself as on Industry. The aim of this research was to express the industrial problems in the production of TV animation and to provide a good solution for the problems.In this article the weak points of production economy of TV animation in our country has been expressed through Interviews with the cast and crew of different projects in this area. The effect of the governmental system of production and the domination of production led by the national TV has been looked at. Different production stages of two different Animation series (both very popular) of “the simpsons” and “shekarestan” have been compared together. This kind of media faces many obstacles and problems, and (RPCA Pictures) has tried to use the production stages of a successful TV animation such as “the simpsons” to overcome the problems facing production and enter the professional business of TV animation with the release of “shekarestan”. They have also tried to make a move from being only artistic and trying to enter the international market and to be successful economically and industrially.

With the development of the media, intercultural communication has also undergone serious changes. The fragmentation of boundaries between time and space has made it possible to facilitate communication between cultures. The present article aims to emphasize the role of the national media in the development of intercultural communication in Iran. The technique used in the present study is Delphi and the statistical population includes experts and experts in media management, TV network managers, senior managers of the Radio and Television Organization and in general all people who have Sahib in the field of Radio and Television Organization and intercultural communication. Have commented. The research sample was selected from a list of 30 experts in the field. The results of this study show the redefinition of the concept of ethnicism (93.4%), the convergence of ethnicities (90%), the increase of social capital and cultural capital (87.4%), the redefinition of the concept of national identity and its increase (86.6%), the increase of cultural empathy and Ethnicity (80.2%), the presentation and reflection of cultural commonalities, and the non-display of intercultural conflicts (76.9%) have been the most important functions of the national media from the perspective of experts, there are suggestions for use national media.

The purpose of this study was to identify the status quo and design an optimal organizational culture for IRIB.The research method is hybrid. interviews with media experts and Delphi technique have been used to identify assessment indicators and the components and dimensions of organizational culture.these indicators are combined with the organizational culture assessment tool and the status of the organizational culture of IRIB in four dimensions of "Team culture, development-oriented culture, market culture and hierarchical culture", and four levels of " "symbols, artifacts, values , "Presumptions" and the six main features of organizations, including "outstanding characteristics, leadership features, employee management features, organizational cohesion, strategic emphasis and success indicator" have been identified in both existing and desirable situations.The results indicate that the discourse governing the status quo of the organizational culture of IRIB is hierarchical and cultural convergence is not observed at the levels of cultural dynamics and the six organizational characteristics.In order to achieve the desired situation, hierarchical hierarchy modulation through agility and outsourcing, the continuation of teamwork conditions, with the consolidation of participatory actions and more emphasis on two development-oriented culture and market, i.e. promoting innovation and creativity and focusing on missions.
