چکیده

امروزه در سراسر جهان تلاش‌های وسیعی برای بازتعریف رابطه میان حاکمیت، جامعه و بخش‌های خصوصی صورت می‌گیرد؛ در هیچ کجا این بازتعریف مهم‌تر از فضاهای جدید ارتباطی و رسانه‌ای نیست؛ جایی که در آن تحولات جدید، نیاز به استقرار شیوه‌های نوین حکمرانی مشارکتی در زنجیره تولید، نشر و مصرف رسانه‌ای را دوچندان نموده است؛ پژوهش پیش رو یافتن پاسخ برای سؤالات کلیدی مربوط به نقش و مسئولیت صنعت در فرایند تنظیم گری و ارائه الگویی دقیق و علمی برای حکمرانی پلتفرم‌های ویدئویی آنلاین را مهم‌ترین هدف خود قرار داده است؛ برای دستیابی به هدف فوق از روش داده بنیاد و مصاحبه با سیاست‌گذاران، خبرگان علمی و اعضایی از مدیران رسانه‌های مجازی کشور و همچنین تحلیل اسناد سیاستی(بالادستی) استفاده‌شده است؛ یافته‌های ناشی از کدگذاری سه مرحله‌ای پژوهش نشان‌دهنده نیاز برای تحقق منفعت عمومی و ایفای مسئولیت سه‌گانه اخلاقی، حقوقی و اجتماعی صنعت از طریق ایجاد سازوکار نهادی و مجموعه اقدامات راهبردی در تدوین حقوق نرم، اجرای مکانیسم‌های انگیزه محور و سازوکارهای حقوقی مبتنی بر داوری به‌منظور تحقق لایه محتوایی شبکه ملی اطلاعات و توسعه سپهر رسانه ای جمهوری اسلامی ایران می‌باشد.

چکیده [English]

Today Extensive efforts are being made around the world to redefine the relationship between government, society and the private institutions. Nowhere is this redefinition more necessary than new communication spaces, where new Changes, need to establish new methods of Corporate Governance in the chain of production, publication and media consumption has become important. In this study, the most important aim is to Find answers to key questions related to the role of and industry responsibility in the process of regulating and providing an accurate and scientific model for online video platform governance. To achieve the above goal, were used the Grounded Theory and interviews with policy makers, scientific experts and members of the country's virtual media managers, as well as the analysis of policy documents. results show that need to realize the public interest and implementation of the ethical, legal and social triple responsibilities through Establish an institutional mechanism and the set of strategic actions in the formulation of soft law, enforcement of motivation - based mechanisms and judgment mechanisms is based on arbitration in order to realize the content layer of the national information network (NIN) and and media Sphere development of the Islamic Republic of Iran.
