With arriving to information and communications technology period, new issues and problems in relate to privacy and data protection laws have been introduced gradually that resolving those need to review in current laws or approve new and universal laws. The most countries such as Germany have the laws for data protection but some countries such as Iran have not universal and coherent laws in this field. Hence, the purpose of this paper is comparison of crimes against privacy in cyberspace between Iran and Germany. This comparison show that Iran law has serious flaws such as lack some of the principles governing personal data, incompletion the predicted principles, and referring some other principles to different regulations, that so it must be reviewed by the legislator. On the other, lack of comprehensive regulations regarding privacy protections hinders the understanding and proper implementation of data protection in the courts and administrative bodies. If the democratic politics aims people`swell-informed participation in determining the public destiny, then media to have importance as the medium for relationship between citizens and government.at the same timethis problematic arises that, especially with respect tothe media proliferation of the age of cyberization of culture, whether the increasing virtualization of contemporary “life- world” will lead to a progressive politics focused on autonomy of the citizens, or,with respect to the informative impulsion of the age of cyber, to confusion and detachment of them and, even worse, a techno-electronic politics in controlling society. This paper is to explore the problematic taking advantage of structure/agent approach. Also, after exploring the two approaches, i.e. direct electronic democracy vs. the death of politics in the cyber culture, a conception of media-driven democracy as an alternative for the current democracy is presented. Ultimately, the media is likened to Janus with both positive and negative potentiality for democratic action

This paper aims at offering a longitudinal study of the functions of the radio in Iran and North America. I launched a comparative study on radio functions in Iran and Canada in 2001. Some of the results indicated that radio in North American had kept its traditional functions while emphasizing its entertaining role. In Iran however, radio focused more on ethical and training issues. Here in 2015-2016, the paper will focus on two following issues for the purpose of a longitudinal data analysis: 1- Alternative media has reduced the social role of radio; 2- comparative functions of radio in North America and in Iran continue to change. The paper will provide an understanding about the traditional role of radio and its changes since 2001. The paper uses the theory of functional media to answer its questions. Doing such a study on genetic changes of radio functions enables us to unveil how functions of the radio have changed. The results can be used for policy issues and whether radio should still be operational and if so what the new roles for radio should be to meet the moral values of Iranian society while attracting Iranian audience

Mass media as a medium of communication in today's world have a lot of functions. The communication factor has institutionalized the role of values in society and through the exchange of information between the current generation and its transmission to future generations, has a vital role in culture and establish a common feeling among people and communities. National identity as the highest and the greatest level of specificity in the countries is affected by the media. The main function of identity through formal training was done in the past but now, according to the data transfer rate and media information, media have an important role in the development or modification of national identity and media consolidate or change the national identity. So media which are used by governmental and non-governmental actors are in line with the interests of the actors as a positive or negative factor in the development of national identity. Thus, mass media affect the elements of national identity by strengthening or weakening it. The results of the research suggest that the impact of the media on three indicators of the national identity - its elements, principles and position- is tremendous impact, positive or negative.
