Over the past two decades, many thinkers in the field of communication have focused on media literacy as a key element whose public promotion can prevent many negative effects of media, increase the range of audience access to media, and turn the audience themselves into producers of communicative messages. Defined as a science whose aim is to regulate the relationship between the audience and media based on internalized norms, media literacy is a crucial factor to be considered when formulating a country’s media policy. Several models have been proposed for formulating media policies, among which the model developed by the European Commission is among the most comprehensive ones. The model is comprised of four components of media literacy, including access, use, critical understanding and communicative production. The present study employed the EC model in a documentary and analytical research methodology to examine components of media literacy in three important cultural and educational organizations in Iran: the Ministry of Culture and Islamic Guidance, the Ministry of Education, and the Artistic-Cultural Organization of Tehran Municipality. Results from the analysis of documents from the Ministry of Education revealed that the main focus was on use and on critical understanding, and that no policy was formulated for promoting communicative production. In the Ministry of Culture and Islamic Guidance, policy documents only addressed digital media and there were no policies developed for other type of media, including print and electronic media.}, keywords = {Media Literacy,access,use,critical understanding,communicative production}, title_fa = {تحلیل سیاست‎های سواد رسانه‎ای در سه نهاد فرهنگی و ارتباطی ایران}, abstract_fa = {با پیشرفت و توسعۀ رسانه‌ها، جهان به مرحلۀ جدیدی گام نهاد که در آن، رسانه‌ها ضمن گام‌برداشتن در مسیر تکامل و تنوع، به یکی از اجزای اصلی جوامع بشری تبدیل‌شدند. بر این اساس، بیش از دو دهه است که صاحب‌نظران ارتباطات به دیدگاه سواد رسانه‌ای روی‌آورده‌اند که به‌نظرمی‌رسد با گسترش آن، می‌توان از تأثیرات منفی رسانه‌ها تا حدود بسیاری پیشگیری کرد، گسترۀ دسترسی و استفادۀ مخاطبان را به رسانه‌ها افزایش داد و در نهایت، مخاطبان را به تولیدکنندگان پیام‌های ارتباطی تبدیل‌کرد. اگر سواد رسانه‌ای را علم تنظیم‌کنندۀ روابط میان مخاطب و رسانه‌ها بر اساس هنجارهای درونی‌شده بدانیم، نباید از جایگاه آن در سیاست‌های رسانه‌ای کشورها غافل شویم. برای تحلیل این سیاست‌ها مدل‌های گوناگونی ارائه‌شده‌است که جامع‌ترین آنها مدل EC کمیسیون اروپاست. این مدل چهار مؤلفۀ دسترسی، استفاده، درک انتقادی و تولید ارتباطی را در حوزۀ سواد رسانه‌ای مطرح‌می‌کند. در این پژوهش، بر اساس مدل EC و مؤلفه‌های مطرح در آن و روش پژوهش اسنادی ـ تحلیلی، اسنادِ سه نهاد وزارت فرهنگ و ارشاد اسلامی، وزارت آموزش‌وپرورش و سازمان فرهنگی هنری شهرداری تهران به عنوان سه نهاد فرهنگی و آموزشی مهم و تأثیرگذار کشور مورد بررسی و تحلیل قرارگرفت. نتایج پژوهش نشان‌می‌دهد که بیشترین میزان توجه در اسناد وزارت آموزش‌وپرورش، از میان مؤلفه‌های سواد رسانه‌ای، تنها معطوف به مؤلفۀ استفاده و درک انتقادی بوده و برای ارتقای مؤلفۀ توانایی ارتباطی، هیچ سیاستی تدوین‌نیافته‌است؛ در وزارت فرهنگ و ارشاد اسلامی، سیاست‌های سواد رسانه‌ای به رسانه‌های دیجیتال محدود بوده و دیگر رسانه‌ها از جمله رسانه‌های چاپی و الکترونیکی مورد توجه قرارنگرفته‌است.}, keywords_fa = {سواد رسانه‎ای,مدل EC,تفکر انتقادی,وزارت آموزش‎وپرورش,وزارت فرهنگ و ارشاد اسلامی,سازمان فرهنگی هنری شهرداری تهران}, url = {https://mediastudy.ihcs.ac.ir/article_1099.html}, eprint = {https://mediastudy.ihcs.ac.ir/article_1099_397297881abec5907ffd13af386b5518.pdf} }
