Social networks have created a new platform for Iranian social interaction and participation in various issues and events. This study was conducted to quantify the content of users' engagement on the Instagram page of three famous figures active in participation in earthquake in Kermanshah. Among the various pages of the celebrities Instagram, Ali Daei's personal page as an athlete, Narges Kalbasi as a social cultural activist, and Sadegh Zibaklam as an academic politician were studied from 22 November 2017 to26 March 2018, and The interaction rate of each page user was calculated and compared using the Instagram Owner Company formula. The results of this study showed that users on Instagram pages of all three celebrities had the highest expected interaction rate in material and spiritual participation to assist earthquakes. And the popularity of celebrities, more than their constant physical presence in earthquake-stricken areas, has had a greater impact on cyber users' interaction. Based on the theory of interaction with the Mirowitz approach, it can be said that the followers of all three celebrity pages have created a new network to assist earthquake victims in a non-governmental structure by interacting with them and creating a special community.

The present study investigates the role of virtual social networks in the formation of intercultural communication (in Iran). Through a library and documentary method and using note taking tools, this research investigates the significance and effects of these networks and the formation and changes of intercultural communication in this context. According to the background research and the theories that have been presented and the researches that have been carried out, it became clear that communication in cyberspace is not possible without the acceptance of cultures and the acceptance of cultures is not possible without considering customs, beliefs, and ultimately the emergence of a common culture. Intercultural communication in this space is usually headed to attract other cultures or, at least, facilitate influenceability from other cultures. These connections will certainly affect the relations of nations, political, economic and social issues and their development or regression. In the end, conclusions and suggestions were made

Modern public diplomacy (MPD) is a form of public diplomacy which plays an important role in the increase of soft or smart power of countries around the world and in the extension of their influence in the global arena, especially for small countries with limited hard power.Modern public diplomacy more than anything is under the influence of new media including the cyberspace. In this paper, the role of cyberspace in promotion of MPD is studied. This is an applied study in terms of achievements and findings, and a descriptive-survey study regarding its objectives. The statistical population consists of all professors in political science, international relations and communications from prestigious universities in Tehran, Iran. By using convenience sampling method, 14 experts are selected for the study.Two questions are designed according to the opinions of study participants: (a) What is the role of social networks in promoting MPD? And (b) what are the benefits of cyber communications in promoting MPD?A 23-item questionnaire in Persian, rated on Likert scale,is used to collect data from experts which was then analyzed based on the Delphi technique and using statistical tests. According to the obtained results, it is concluded that the cyberspace can create a major impact on modern public diplomacyby affectingthe political development of Iran through mechanisms such asopen expression of political views, awareness of the political currents,promotion and introduction of special parties and enrichment of the political and factional rivalry as well as paving the way for diplomacy.
